As it says in the opening paragraph, and also as shown in the image of the cover with the date and issue number under it, this is from ‘Fusion’, the house magazine of Associated-Rediffusion, from Christmas 1959.

I guess locking the cameras to the mains did not carry over into colour television, the frequency tolerance of the mains being far to loose to lock the colour subcarrier to.
